The opening of the European rail freight market shows a clear need for transparent and coordinated cross-border freight paths. Further simplified usage conditions of the rail network to foster the competitiveness in international rail freight are a market requirement.
Our solution: The C-OSS, who offers products and services for the annual timetable as well as for ad hoc traffic.
THE ANNUAL TIMETABLE IN THE FORM OF PRE-ARRANGED PATHS (PAPS)
PaPs are a joint offer of the IMs/ABs of the countries involved in RFC Rhine-Alpine which coordinate cross-border paths for the annual timetable and hand them over to the C-OSS as a single point of contact for publication and capacity allocation. The PaPs constitute an off-the-shelf product for international rail freight capacity. In order to meet the applicants’ need for flexibility and market demand on RFC Rhine-Alpine they are split up in several sections instead of entire PaPs to be requested in the context of international path applications to the C-OSS.

THE AD-HOC TRAFFIC IN THE FORM OF RESERVE CAPACITY
Reserve capacity (RC) is offered by indicating a contingent of “capacity slots” for international freight paths per day/section (flexible RC approach) in case of remaining capacity on the corridor. The RC Calendar displays how many capacity slots are available for international ad-hoc freight trains on a specific calendar day based on standard running times per corridor segment. The RC calendar for the upcoming timetable period will be published in October. The Reserve Capacity Calendar for the running timetable can be found under downloads.
Exclusive entry for corridor paths
The IT Tool used for handling the international path requests is the so-called Path Coordination System (PCS). It is an internet-based application provided by RailNetEurope (RNE). Rail Net Europe (RNE) as an important service provider offers operational and commercial information on the European railway infrastructure. It supports RUs as well as IMs in their international activities and increases the efficiency of Infrastructure Managers' processes.
PCS is the mandatory tool for all path requests and reserve capacity addressed to the C-OSS. All available paths on the Corridor are registered in PCS and are solely and easily bookable through this system. PCS optimises international path coordination by ensuring harmonised path-requests and offers between all involved parties.
