International Contingency Management

In May 2018 all Infrastructure Managers in Europe agreed on processes for International Contingency Management (ICM Handbook) in case of major international disruptions which have a big impact on international trains and last longer than three days. RFC Rhine-Alpine was one of the authors of the handbook and helped to coordinate it with European sector stakeholders.

RFCs are involved in the ICM processes in two ways:

  • steering the coordination between the Infrastructure Managers in case of an international disruption.
  • coordinating the development of international re-routing scenarios.

New international coordination processes in case of international disruptions

The ICM Handbook establishes improved processes for international coordination of incident management and for the quick information of sector stakeholders. RFCs steer these coordination processes.

The ICM Handbook can be downloaded via the RNE website.

For this purpose, RFC Rhine-Alpine established an incident hotline (IM internal), developed detailed coordination processes/templates and regularly carries out simulations with involved parties. SBB Infrastructure traffic management is acting as backup organization, e.g. during weekends.

Re-routing scenarios

The re-routing scenarios give detailed information on re-routing possibilities, including maps, infrastructure parameters and a capacity indication. They also inform about parking facilities for trains and about special conditions for operations. RFC Rhine-Alpine first published re-routing scenarios for its principal lines in December 2018, after a consultation with Railway Undertakings. An update was published in January 2020.

We are looking forward to discussions with Railway Undertakings, Transport Ministries and other stakeholders to improve (the use of) capacity on the deviation routes.
