V. Further work done in 2016
Support of NSAs in cross-border infrastructure projects
The various cross-border infrastructure projects on RFC Rhine-Alpine are planned and managed by respective Infra- structure Managers (IM). Representatives of the respective NSAs have already been and will be involved in these pro- jects on the basis of regular meetings. The NSAs actively support the work of the IMs.
Current projects are:
Project Zevenaar-Oost (NL)–Emmerich (DE)
In December 2014, the line section Zevenaar-Oost– Emmerich went into service. The NSAs cooperated closely in order to support the work of the IMs. Further, the NSAs worked on the authorisation of the new line section and the re-authorisation of the vehicles. The change of the power supply system from 3kV DC to 15/25kV AC was supported and authorised in 2016 (EMC).
Nodal point Basel (CH–DE)
Following the agreement signed between the NSAs of DE and CH in 2013, BAV and EBA have continued their involvement and support of the IMs.
Iselle–Domodossola (CH–IT), Ranzo (CH)–Luino (IT), Chiasso–Milano (CH–IT)
In February 2014, ANSF and BAV signed an agreement and entrusted RFI and SBB Infrastructure to analyse the two CCS subsystems currently in operation or planned on border lines and to analyse their consistency with the regulatory framework of the relevant state.
Following the work done by the IMs, ANSF and BAV agreed on a step-by-step approach (similar to nodal point Basel) for the cross-border lines Iselle–Domo- dossola I–Domodossola II and Ranzo–Luino. Firstly, the installation of Eurozub/-signum (Package 44) and oper- ational rules, then the installation of ETCS Level 1 LS. In the long term ETCS Level 2 is planned.
BAV and ANSF agreed on the principle that the track- side CCS subsystems in each country must be config- ured to meet the safety requirement of that country. The Infrastructure Managers of SBB and RFI are now requested to proceed with the technical planning. The project is ongoing.
