In 2010, the European Parliament and the Council adopted EU Regulation 913/2010 concerning the establishment of a European rail network for competitive freight. This regulation came into effect on November 9, 2010. It was designed to enhance the attractiveness and efficiency of rail freight, with a special emphasis on international traffic, thereby increasing rail's competitiveness and market share in the European transport sector. The Biennial Report under Article 22 of this regulation was adopted in March 2020. This Article 22 report builds on the previous Article 22 report of March 2022 which covers the period from 2020 to 2021. It reports on the results of the implementation plan for RFC Rhine-Alpine.

- In 2020, the Transport Ministers of RFC Rhine-Alpine together with those of France, Austria, Slovenia, Liechtenstein and Luxembourg as well as the EU Commissioner for Transport adopted the Locarno Declaration following the opening of the Ceneri Base Tunnel. The declaration underlines the need for continued international cooperation on railway infrastructure development.
- In the Sector Statement on Rail Freight Corridors “Boosting International Rail Freight” the rail sector associations and their members committed themselves to the aim of enhancing the competitiveness of international rail freight, and to improving the quality, reliability and efficiency of transporting goods across Europe.
- Further, ministers from the EU Member States, Switzerland and Norway endorsed a declaration on Rail Freight Corridors to boost international rail freight during the TEN-T Days 2016 in Rotterdam.

- The Rastatt incident has underscored the necessity for an effective contingency management process to ensure operational continuity in similar situations. The Vienna Declaration, signed by transport ministers on International Contingency Measures on Rail Freight Corridors Rhine-Alpine and North Sea-Mediterranean, addresses this need. A follow-up to the Rotterdam and Vienna declarations took place in September 2020 in Berlin. The Berlin Declaration assesses the advancement of the identified priorities.
- Representatives of the infrastructure managers have also reached consensus on focal themes for the RFC Rhine-Alpine, as delineated in the aforementioned documents, serving as a Memorandum of Understanding.

- In 2018, the network of RFC executive boards (NexBo) adopted three recommendations, relating to Estimated Time of Arrival, common Key Performance Indicators and a harmonised framework for capacity allocation. The respective documents can be accessed in the following.

To investigate the level of satisfaction of customers with the performance of the corridor RFC Rhine-Alpine conducts a User Satifsfaction Survey (USS) on annual basis since 2014. The survey is carried out in a coordinated manner by a research company contracted via RailNetEurope (RNE) for all Rail Freight Corridors on basis of a harmonized online questionnaire.
The specific results for RFC Rhine-Alpine are available hereafter. RFC Rhine-Alpine has analyzed the results in detail and thanks its customers for the feedback given which allows to derive concrete improvements for the services and products of the corridor.
